Former DEA agent Jack Ryan receives a desperate call from his brother Phillip, whose drug-enforcement team was ambushed on a Caribbean island. When Jack arrives, he discovers Phillip has been captured and transformed into a cybernetic killing machine by a deranged scientist and druglord who plans to sell cyborg soldiers to the highest bidder.
